1. State is a territory defined by state borders, belongs to the whole nation in general and to every citizen in particular in that part, which is defined by ratio of one citizen to the total number.
2. The cost of property, defined as a part, is defined by ratio of the total value of extracted natural resources and the total number of citizens living in the Russian state.
3. A birth certificate or a passport of a Russian citizen is a lifelong action.
A birth certificate or a passport of a Russian citizen can be not only an identification card, but also a document that fixates the right of each person to a factual part of financial means from the development and sale of natural resources of Russia. Monthly reception of money by holders of birth certificate or passport of a Russian citizen from the extraction and sale of natural resources, regardless of geography of residence, nationality, religion, employment and occupation, can become one of foundations of the existence of Russia and its nation. Financial support of a birth certificate or passport of a Russian citizen by income derived from the development and sales of natural resources can act as a guarantor of equality of rights and sufficient financial base for women, women who intend to become mothers and those who have children, which can provide the primary basis for survival and health of the Russian nation going forward. The goal is equal basic financial conditions for each Russian citizen by birthright (as a Monarch). The banking sector can serve as an already existing mechanism for implementation. Thereby eliminating intermediation of state officials in the distribution of financial flows. This can remove a significant part of social tension, and allow every Russian citizen to voluntarily and on his or her own choose the sphere of application of his or her strengths, while the standard measure of this activity can be a figure of a Monarch…
